Every site disruption event is mapped into one of these strict safety decision tiers:

SAFE / CLEAR
Tier 1

No statutory safety rule breached. Trade-off allows work to proceed without stop.

Example:Material shipment delays with zero hazardous activity in progress.
CONDITIONAL
Tier 2

Requires physical verification of site controls by Site Manager before continuation.

Example:Chemical odors requiring ventilation sign-off before electricians enter shaft.
BLOCKED / HARD STOP
Tier 3

Immediate mandatory suspension of operations under statutory safety acts.

Example:Crane hoist brake failure, untrenched deep excavations, extreme gale warnings.
ESCALATE
Tier 4

High-consequence emergency requiring external project director & safety auditor intervention.

Example:Structural foundation cracking or major hazardous chemical leakage.
UNKNOWN / AMBIGUOUS
Tier 5

Event text lacks verified task ID or location. Defaults to conservative safety hold.

Example:Vague incident report submitted without specifying zone or task code.
